Councils in England, though not responsible for national security, play a key role in local counter-terrorism efforts. Following major terrorist incidents, they can contribute to community safety by supporting measures such as the Terrorism (Protection of Premises) Bill and implementing preventative initiatives like CCTV.Councils can play a valuable role on enhancing community safety by utilising CCTV systems.  


The Terrorism (Protection of Premises) Bill

The Terrorism (Protection of Premises) Bill (Martyn's Law) introduces a legal requirement for public venues to implement measures against terrorism, particularly after the 2017 Manchester Arena bombing. Parish and town councils must consider their responsibilities if they manage or oversee public spaces or events. They can support counter-terrorism efforts by:


  • Conducting risk assessments for community venues and events, ensuring security measures like evacuation plans and staff training are in place.
  • Ensuring compliance with Martyn's Law, working with police for larger events to meet security standards.
  • Collaborating with local businesses to encourage compliance, ensuring public venues like pubs and shops meet security requirements

This checklist highlights key actions for parish and town councils to improve local terrorism preparedness. Aligned with the Terrorism (Protection of Premises) Bill (Martyn’s Law), these steps help councils enhance community safety and security.

CCTV

As public authorities, councils must adhere to the Surveillance Camera Code of Practice under the Protection of Freedoms Act 2012.   


The Surveillance Camera Code of Practice provides guidance to ensure CCTV is used lawfully and effectively.


Councils can strengthen public safety by implementing targeted security measures. Strategically placed CCTV cameras in areas such as transportation hubs, shopping areas, and community centres will enable prompt reporting of suspicious activity to the police.


Additionally, upgrading CCTV systems with advanced features like high-definition cameras and automatic number plate recognition can enhance threat detection and post-incident analysis.


Collaborating with principal authorities to integrate CCTV systems into broader surveillance networks can foster a coordinated approach to public safety, aligning with national and regional counter-terrorism strategies.


By taking these proactive measures, parish and town councils can contribute to a safer environment while supporting law enforcement and security efforts.
