S.27 Localism Act 2011 requires councils to promote and maintain high standards of conduct, and in doing so, to adopt a Code of Conduct.


The Act sets out requirements for the registration and disclosure of pecuniary interests (DPI) and creates offences where members fail to do so, or takes part in a matter in which they have a DPI without having been granted a dispensation.  The requirements apply to non-councillors appointed as members of committees if they have been granted voting rights.


The Act specifies that the DPIs of a member's spouse (or live-in partner) are required to be registered and disclosed as if they were the member's own.
