f. Quorum

Meetings cannot proceed if there are insufficient members present to form a quorum. 

Under para 12, Schedule 12, Local Government Act 1972 meetings of full council require the attendance of at least one-third of the total number of councillors, or three, whichever is greater (total number means the number of 'seats' allocated by the district council). 

In other words, the quorum for councils will be as follows:-

Seats              Quorum

Up to 9                3

10 - 12                4

13 - 15                5

16 - 18                6

Standing orders dictate the quorum for a meeting of a committee or a sub-committee. NALC advises that the standing orders require a quorum of at least three for both.
