Martyn’s Law: What You Need to Know
The Terrorism (Protection of Premises) Act 2025 - commonly known as Martyn’s Law - received Royal Assent on 3 April 2025. The legislation introduces new duties for those responsible for public venues and events to improve preparedness against terrorism.
Although the law is now official, it won’t come into force for at least 24 months. This implementation period will allow time for guidance to be published and for venues and organisers to prepare.
What to Expect
Two sets of guidance will be released:
- One from the Home Office to explain how to meet the legal requirements.
- One from the Security Industry Authority (SIA) detailing how the law will be regulated.
NALC is also awaiting information from the Home Office in order to develop new resources. Updates will be shared as work progresses.
What You Should Do Now
- No action is required, and no spending on consultants is necessary.
- Further updates and guidance will be published on ProtectUK and Gov.uk
Stay informed. Town and Parish Councils will need to begin considering how Martyn’s Law may apply to their venues and events.
