How is it delivered and how long does it last?
We use the MS Teams platform and limit the number of delegates to ensure everyone has an opportunity to engage with the trainer. This session lasts 2 hours.
Who is it suitable for?
The session is suitable for clerks, officers and councillors who have been in post for at least 12 months.
How will the council benefit?
We believe investing in professional development is the key to success. The CiLCA (Certificate in Local Council Administration) qualification is designed to give you the confidence, knowledge and credibility to ensure the council is properly advised, acts accordingly and benefits the community. Achieving CiLCA not only strengthens expertise but also opens doors to career progression, recognition and greater influence in shaping your community. With this qualification you will be equipped to deliver best practice, improve decision-making, and ensure the council runs efficiently and transparently.
What is the cost of this workshop?
This introductory session costs £40 per person plus VAT for Suffolk ALC members and £45 per person plus VAT for Norfolk ALC members. Once booked we will issue our invoice. See our terms under our how membership works page.

Recognised trainer

Before you start - training needs analysis
The CiLCA training needs analysis (TNA) is a self-assessment tool designed to help prospective learners evaluate their current knowledge and experience against the occupational standards required for local council officers. It identifies strengths and areas for development in relation to core roles, law and procedures, finance, management and community engagement.
This process is important because it ensures learners understand what competencies are expected and highlights any gaps before starting CiLCA.
By completed this analysis, learners and trainers can tailor training plans effectively - whether that means starting with an introductory course like ILCA (introduction to local council administration) or proceeding directly to CiLCA.
As part of this introductory module, this document will guide learners in preparing for CiLCA by clarifying expectations and supporting informed, confident progression into the qualification.
Support materials
SALC provides access to The Model Council, our online resources developed from questions raised through our advice service. Where there are specific templates or guidance we are aware of directly linked to the training event we will supply these and signpost to examples of good practice and specialist guidance, websites to aid studying. We do not use PowerPoint for CiLCA training but a variety of methods to help engage delegates. Come prepared ready to interact and participate..
