Purpose and scope

SALC's vision is to provide services that enable local councils to excel in the performance of their duties.   The purpose of this strategy is to establish an organised approach to the SALC training programme and seeks to ensure that councillors and officers have the skills they need to achieve individual and organisational goals.

Learning principles

The SALC programme will be based on the following principles:

  • supporting councils to identify and meet individual and corporate development needs so they can undertake their role well and deliver the right priorities for Suffolk communities 

  • promoting the benefits of individuals feeling valued and trusted, enabling teamwork resulting in effective and efficient services  

  • promoting the benefits of good mental health and wellbeing

  • supporting leaders to develop positive chairing styles that promote civility and respect

Methods of learning and development

SALC offer a variety of learning and development methods and techniques taking into account learning style, circumstances as well as individual and organisational needs and cost.  Whenever possible SALC will seek to offer membership-inclusive support where resources allow or alternatively seek sponsorship/collaborative solutions to keep the cost as low as possible. 

Techniques include, but are not limited to: 

  • onboarding using officer and councillor pathways

  • online resources including The Model Council, detailed information webpages, access to Legal Topic Notes, national guidance and campaigns

  • forums

  • blogs and newsletters including case studies, specialist articles

  • webinars

  • online training events

  • in-person bespoke "whole council" based training events

  • e-learning 

  • action cards

  • templates

  • conferences

  • advice services 

  • mentoring / one-to-one support 

  • trends from internal audit and payroll services

Training offer

The SALC training programme broadly follows a four year cycle linked to local council elections taking the form of topic-based workshops and events ranging from basic to core up to support for learners undertaking the CiLCA qualification and specialist.
